Korea Cosmetic Procedure Tax Refund Has Ended (2026): A Realistic Budget Guide
Korea ended its cosmetic procedure VAT refund for foreign tourists on January 1, 2026. Compare final clinic prices, payment rules and downtime.

Foreign visitors planning Botox, Rejuran, Potenza, laser toning, fillers or lifting treatments in Seoul need to update their budgets. Korea’s special VAT refund program for qualifying cosmetic medical procedures ended on December 31, 2025. Procedures supplied on or after January 1, 2026 no longer qualify for the former medical-procedure refund.
This does not mean every Korean tourist tax-refund program has disappeared. Product purchases at participating tax-refund stores remain under a separate retail-goods system. The practical rule for a 2026 clinic visit is simple:
Budget using the clinic’s final VAT-inclusive checkout price. Do not subtract an expected airport refund from your treatment cost.

What changed on January 1, 2026?
Until the end of 2025, eligible foreign tourists could receive a refund of VAT paid on qualifying cosmetic medical services at registered medical institutions. That treatment-specific program reached its statutory end on December 31, 2025. The National Assembly Budget Office describes the policy change as the termination of the foreign-tourist cosmetic medical service VAT refund at the end of 2025.
For procedures performed from January 1, 2026:
- Do not assume cosmetic treatment VAT can be reclaimed at the airport.
- Do not select a clinic based on an old page promising a 7–10% medical refund.
- Do not count an outdated “tax refund available” badge as part of your budget.
- Ask the clinic to state the complete amount payable before treatment.
- Keep a written quotation showing the treatment, quantity, brand, device or tip count, anesthesia, consumables and aftercare.
Some clinic pages and older travel articles may still display pre-2026 information. Ask for written confirmation if a page continues to advertise a medical-procedure refund.

A written total is more useful than a verbal estimate, especially when clinics structure their packages differently.
Clinic procedures and Olive Young shopping are separate
The end of the cosmetic-procedure refund does not end Korea’s tourist refund system for eligible physical goods. At participating retail stores displaying an authorized Tax Refund or Tax Free sign, eligible tourists may still receive an immediate or later refund for qualifying merchandise. That may include cosmetics or skincare bought at a participating Olive Young branch, but eligibility is determined by the store, product, purchase amount and traveler—not by the brand name alone.
Korea Tourism Organization guidance says an immediate retail refund generally requires an eligible purchase of at least 15,000 KRW and less than 1,000,000 KRW in one transaction, with no more than 5,000,000 KRW in immediate-refund purchases during the trip. Passport verification is required, and the goods must meet the export conditions.

A realistic clinic budget for 2026
Start with the final clinic price, then account for expenses travelers often miss:
- Consultation or interpretation fees
- Anesthesia or numbing cream
- Device tips, cartridges, needles or consumables
- Prescribed medicine and pharmacy aftercare
- Follow-up visits
- Transport back to the hotel
- Recovery supplies such as sunscreen or hydrocolloid patches
- A contingency allowance for plan changes
A practical contingency is 10–15% above the written clinic quote. This is not an estimated refund or tax calculation. It is a travel-planning buffer for optional additions, medicine, transportation and aftercare.
If a clinic advertises Potenza at 290,000 KRW, ask whether that means one zone or the full face, which tip is included, whether numbing cream costs extra, whether a skin booster is optional, who performs the procedure and whether follow-up care is included. A 290,000 KRW headline price and a 350,000 KRW all-inclusive quote may represent nearly the same service once extras are itemized.
Factory-style versus private clinics
Neither model is automatically better. The meaningful differences are consultation time, doctor continuity, waiting time, language support and how packages are framed.

Compare units instead of package names
“Full face,” “premium,” “signature” and “foreigner package” are not standardized medical quantities. For fair comparisons, request:

- Potenza tip type and treated area
- Whether medication, anesthesia and follow-up are included

Downtime belongs in the budget
A treatment can disrupt a trip even when it does not require formal medical leave. Potenza redness commonly lasts one to three days. Rejuran injection bumps may remain visible for 24–48 hours. Laser toning redness may settle within hours, while pigment-focused treatments can produce later flaking. Botox usually has no mandatory downtime, but the clinic may give positioning and exercise precautions. Filler bruising or swelling can take several days and sometimes one to two weeks to settle.
Do not schedule an unfamiliar procedure immediately before a wedding, concert, long-haul flight or important photography session. Leave a recovery buffer and follow the treating clinician’s instructions.

Card payments and cash-discount warnings
A Korean credit-card merchant may not pass its merchant processing fee to the cardholder as a separate surcharge. If a clinic says the price increases solely because you are paying by card, ask for a written breakdown.

Retail tax refunds for eligible goods remain a separate system, so qualifying skincare shopping at participating stores may still receive tourist tax treatment. That does not make a clinic procedure refundable.
